RO e-Transport System: Compliance of road transport regulations in Romania

To monitor the road transport of goods within Romania and internationally, Romania’s National Tax Administration and Ministry of Finance have introduced RO e-Transport since January 1, 2024. With this revolutionizing system, the Romanian government aims to tackle tax fraud, to reduce the VAT gap and to reduce and prevent illegal business.

What does RO e-transport entail?

The RO e-Transport legal requirement makes it mandatory for companies who deal goods with fiscal high risk (listed further below) to report the transportation of these goods to the government. This legal requirement was first introduced on January 1, 2024 and will be mandatory from July 1, 2024.

The RO e-Transport system makes reporting mandatory for the following transportations (of goods with a fiscal high risk):

  • Between two locations within Romania;
  • In relation to intra-Community acquisitions;
  • Relating to intra-Community supplies;
  • Relating to imports;
  • In relation to exports;
  • Relating to intra-community transits through Romania.

The RO e-Transport system makes reporting mandatory for the following goods with a fiscal high risk:

  • Vegetables, plants, roots, and tubers;
  • Comestible fruits and citrus fruit peels;
  • Beverages, alcoholic beverages, and vinegar (excluding excise goods in a suspensive excise duty regime);
  • Salt, sulfur, soil, stones, gypsum, lime, and cement;
  • Clothing and clothing accessories, knitted or crocheted;
  • Clothing and clothing accessories, other than knitted or crocheted;
  • Footwear, gaiters, and similar goods; parts thereof;
  • Cast iron, iron, and steel.

Starting on March 1, 2024, the following goods will also be added to the list:

  • Edible meat and organs;
  • Fish, crustaceans, mollusks, and other aquatic invertebrates;
  • Milk, dairy products, bird eggs, natural honey, and edible products of animal origin;
  • Unprocessed or unmanufactured tobacco and tobacco waste;
  • Other processed tobacco, substitutes, extracts, and essences.

 

Companies that meet the criteria as listed above have to register the specific transport to the RO e-Transport system. The registration to the RO e-Transport exists of a specific XML file that contains the following information: the sender and the recipient of the goods; the characteristics and value of the transported goods; the loading and unloading locations, and information on the mode of transportation. After registration, the system will generate an unique ITU code. This ITU code is linked to the specific transportation which ensures compliance and tracking.
